Prof. Emeritus Tan Sri Dato Dzulkifli Abdul Razak

Tan Sri Dzulkifli Abdul Razak is the Rector of the International Islamic University Malaysia. He was the ‎Vice Chancellor of Universiti Sains Malaysia (USM) from 2000-2011. He is the Immediate Past President of the International Association of Universities (IAU), a UNESCO-affiliated organisation, based in Paris. He was the Convenor of the Regional Centre for Expertise on Education for Sustainable Development based in USM beginning 2005.

Tan Sri Dzulkifli was awarded the prestigious 2017 Gilbert Medal by Universitas 21, in recognition of “his long term commitment to a sustainable approach to international higher education”. He is a Fellow of the Academy of Sciences Malaysia (FASc), the World Academy of Art and Science (FWAAS) and the World Academy of Islamic Management (FWAIM).

He is an Honorary Professor at the University of Nottingham since 2014, and more recently appointed Senior Advisor at Asia-Europe Institute (AEI), University of Malaya. He is also the Co-Chair of Right Livelihood College Steering Committee based at University of Bonn, Germany, and an Advisory Board Member, Institute of Sustainable Development and Learning in Leuphana, Germany‎. He was an invited speaker at the 2015 Nobel Dialogue in Sweden. For almost 25 years he writes weekly Op-Ed columns for various Malaysia news media including The New Straits Times, The Edge and The Sun.

Christy serves as the Chief of Party for USAID Green Invest Asia, implemented by the global NGO, Pact. USAID Green Invest Asia is a five-year technical assistance facility designed to support investment for sustainable land use in the agriculture and forestry sector in order to reduce greenhouse gas emissions.  Ms. Owen manages a team of finance and technical experts who provide advisory services to financial institutions and businesses in order to reduce investment risk.  A key element of services revolves around improving ESG and supporting sustainable sourcing strategies.

She has spent the past 18 years designing and implementing environmental management, biodiversity conservation and climate change projects in the Philippines, Venezuela, El Salvador, Equatorial Guinea, and the lower Mekong region.

Faroze Nadar

Faroze Nadar is an experienced corporate sustainability practitioner who has led projects that have been featured at the national level and in Fortune 500 companies’ sustainability documents. In his consulting capacity, Faroze has also led projects to develop national-level SDG programmes that catalyse public-private-people partnerships to enable SDG related impact and formulated sustainability strategic frameworks for various private organisations.

He is currently the Executive Director for Global Compact Malaysia Network, the local network of the United Nations Global Compact, where he develops various strategic programmes and digital tools to accelerate private sectors’ SDG performance. He is also a business sector representative to Malaysia’s National SDG Steering Committee and has presented at various national and global sustainability forums. He holds a Master’s Degree in Management.

He has extensive experience in the international business as well as a broad understanding of the development of the manufacturing and services sectors in Malaysia.

He holds a degree in Engineering from the Universiti Putra Malaysia, and has attended several senior management programmes, namely the Harvard Business School and INSEAD.

He has spent several years in the oil and gas industry in Europe and the Middle East before becoming the Head of Strategic Planning for AMEX in the Middle East and North Africa. He was the pioneer who developed and built the first private and independent polypropylene plant; from concept to public listing (IPO). He has served as Director on public listed holding groups in Europe.

Per Brandtzag’s international finance background allows him to  evaluate, source and negotiate financing packages with global banking finance institutions, and private equity firms to foster project development initiatives and investments during contesting times. He has architected the complete development of Burel Industries steam cracker project in Lahad Datu from detailed financial modelling, feasibility study, international contract development, and final EPC contract selection.

Per Brandtzag earned  a Master’s Degree in Nuclear Physics from Sweden, and an MBA from the University of Warwick, United Kingdom.

Dato’  Mohammad Faiz has over 35 years’ experience in the audit and business advisory services of financial institutions in Malaysia. He has also been involved in the audits of clients in the banking, healthcare, power and construction sectors. He has led a number projects relating to strategy, investigations and merger work both locally and internationally. Dato’  Mohammad Faiz is also the Project Director leading the team on the Accrual Accounting project with the Accountant General’s office. He has also acted as the Administrator for a National Airline and 2 public interest entities. In addition, he is a member of the Debt Management Committee appointed by the Ministry of Finance.

He has held the post of the President of Malaysian Institute of Accountants, Chairman of the Malaysia Accounting Standards Board and ICAEW City Group Chairman.  In addition, he is a member of The Chartered Institute of Islamic Finance Professionals and chairs the Islamic Finance Working Group of the Asian-Oceanian Standard-Setters Group. He is the Chairman of the Islamic Finance Consultative Group of the International Accounting Standards Board. Firdausi Suffian

Dr. Firdausi Suffian is currently the Deputy Rector of Academic Affairs and a senior lecturer at the Faculty of Administrative Science and Policy Studies, Universiti Teknologi MARA, Sabah.  He is a visiting lecturer for Asia Pacific postgraduate programme in Mondragon University, Spain and was a former teaching assistant in the University of Bristol.

Dr. Firdausi’s main research area and interest lies in political economy and economic development policy, and this has made him the Associate Research Fellow for Malaysia Institute of Economic Research, one of the leading think tank group in the country.

Dr. Firdausi was a consultant to the United Nation Child Funds which oversee the documented and undocumented child in Sabah (East Malaysia).  He has published in various journals, such as Journal of Southeast Asian Economies, Journal of Administrative Science, Journal of Man and Society.   Firdausi has been offered a book contract with Springer (Singapore) to write about the political economy of industrial policy in Malaysia. He contributes commentaries published by Malaysia Insight and Astro Awani Columnist.

Dr. Firdausi obtained his PhD from the University of Bristol, United Kingdom in 2018, a Master’s Degree in Public Policy from the Australia National University (ANU), Crawford Schools of Economics and Government, and Bachelor’s Degree of Administrative Science (first-class honours) from University Teknologi MARA, Malaysia.

Dato Isaac Lugun

Dato Isaac Lugun joined CMS on 8 January 1996 and assumed the position of Group Chief Corporate Officer on 1 August 2017 which was re-designated as Group Chief Executive Officer – Corporate on 1 January 2018. Dato Isaac was subsequently elevated to his current position as Group Managing Director on 18 October 2019. He is responsible for managing CMS’ operations, overseeing its strategic investments and developing and implementing the Group’s strategic plans, in line with Board approvals and the Group’s vision and mission for the benefit of the Group’s stakeholders.

Dato Isaac Lugun has held various senior management positions in CMS, including Group General Manager for Corporate Affairs covering legal, human resources, corporate communications and company secretarial functions. In 2009, he initiated CMS’ focus on the development of its businesses at Samalaju and helped to convert CMS’ first-mover advantage into a strategic business advantage that the Group has at Samalaju today. Prior to joining CMS, he worked in various senior management positions at Petronas and Exxon-Mobil.

H.E. Emmanuel ‘Manny’ Piñol

Emmanuel ‘Manny’ Piñol is the Chairman of Mindanao Development Authority (MinDA) since June 2019. He worked as a print and broadcast journalist until 1991 when he volunteered as close-in-writer to then presidential candidate Fidel V. Ramos. He was elected Mayor of his hometown M’lang in 1995, as a substitute to his father Bernardo Sr. He became the Governor of North Cotabato in 1998. Throughout his three-term service, his governance focused on a market-oriented agriculture and jobs generation, which pulled out North Cotabato from the ranks of the country’s ten poorest provinces and reduced poverty dramatically from 52 per cent to 29 per cent.

Emmanuel was appointed as Secretary of the Department of Agriculture from 2016 to 2019. Under his 10-point agenda, the National Color-Coded Agricultural Guide Map (NCCAG) was immediately developed to assist farmers in identifying crops suitable in a specific agricultural land. He also designed a rural credit program to provide marginal farmers and fishermen easy access to low-interest rate, zero-collateral financial assistance, and launched a nationwide solar power irrigation system to address water needs of farmers with efficient and low-cost technology.

Emmanuel earned his Bachelor’s Degree in Development Communication, Master’s and Doctorate degrees in rural economic development, from the University of Southern Mindanao.

The Hon. Pengiran Dr Hj Mohd Yakub Pg Hj Othman

The Hon. Pengiran Dr Hj Mohd Yakub Pg Hj Othman is the Advisor of Brunei-China One Belt One Road Association. He served the Government of Brunei Darussalam in various capacities from 1978 to 2009 before retiring as the Director General of Communication. During his service, he was instrumental in the industrial development of the country while serving as the Director of Industrial Development Division of the Ministry of Industry and Primary Resources from 1986-1995. He held various international appointments such as Member, Board of Directors of TECHNONET Asia; Chairman, Conference of Commonwealth Postal Administrations; Chairman, BIMP-EAGA Transport and Infrastructure Working Group; Chairman, BIMP-EAGA Working Group on ICT.

Pangiran Dr Mohd Yakub holds BA in Economics, a Postgraduate Diploma in Education, a Diploma in Banking and a Master’s degree in Public Administration from Harvard University. He also earned a PhD in Strategic Leadership and a PhD in economics from University of Brunei Darussalam. He has published a book Brunei-Darussalam-Challenges for Economic Diversification in 2012.

Rudy Prawiradinata is the Deputy Minister for Regional Development at the Ministry of National Development Planning (Bappenas), Indonesia. He oversees a wide range of policies underpinning the government’s approach to tackle regional disparities including urban and rural development, regional autonomy, land and spatial planning, local economic development and disaster management. He was Director of Poverty Reduction (2010-2015) and Special Advisor to the Minister on Poverty Reduction and Social Development (2015-2017), and was assigned as the Director for Local Government Capacity Building to rebuild Aceh province after the tsunami.

Currently, Rudy is preparing the next Medium Term National Development Plan 2020-2024 with a goal to accelerate reductions in regional disparities across the archipelago. It features a new approach to regional development that focuses on optimising regional growth centres, narrowing the gaps at the periphery, delivering effective and efficient basic services at the frontline, unlocking the potential of digital economy, connecting the archipelago, promoting innovations in local governance and development, and smarter funding for better outcomes.

Rudy holds a Master’s and PhD Degrees in City and Regional Planning from the Ohio State University in the United States.

Dr. Farizal Razalli has spent most of his professional career during the last 17 years in corporate and academic research. Institutions he was affiliated with included Asian Strategy & Leadership Institute (ASLI), Khazanah Nasional Berhad, FLACSO in Buenos Aires, Lee Kuan Yew School of Public Policy in Singapore and CERI in Paris. He has held a consulting role with the World Bank Group on Islamic Finance and PPP (energy-related projects), Malaysian Industry-Government Group for High Technology (MIGHT), Tenaga Nasional Berhad, the Malaysian Prime Minister’s Department and AB Artho Luxury Lifestyle and Tourism in Paris.

Dr. Farizal speaks fluent French, German, Spanish and Bahasa Indonesia. This multi-lingual talent was one of his greatest assets during his stint at RTM, Malaysia national broadcasting station, hosting its morning talk show Hello on Two. He currently teaches at the Center for Politics, History and International Affairs, National University of Malaysia (UKM).

He holds a PhD in political science from the Institute of Political Studies Paris, where he specialised in energy politics and foreign policy.

Datuk Ismail Ibrahim

Datuk Ismail Ibrahim, a chartered town planner was appointed as Chief Executive of Iskandar Regional Development Authority in 2010. He has more than 30 years of professional experience working in the public and private sectors mainly in the field of urban and regional planning, development and governance.

Among his many achievements in Iskandar Malaysia include securing a total recorded investment worth USD75 billion for the period from 2006 to September 2019 and successful execution of public infrastructure projects worth USD3 billion for the region. He was responsible for coordinating and facilitation public private cooperation to develop Iskandar Malaysia through various programmes such as human capital and entrepreneurship, safety and security, youth development, public transportation, housing and the environment.

Datuk Dr Mohd Yaakub Hj Johari PGDK, PJN, J.P

Datuk Dr Mohd Yaakub Hj Johari joined the Sabah State Civil Service as an Assistant Director (Research and Consultancy) in the Chief Minister’s Department in 1983. He joined the Institute for Development Studies, Sabah (IDS), the State’s official think tank as an Associate Director in 1985 and served as its Executive Director/Chief Executive from 1994-2009 prior to his appointment in 2009 as the Chief Executive of the Sabah Economic Development and Investment Authority (SEDIA).

Datuk Dr Mohd Yaakub sits on the board of corporate bodies, including Permodalan Nasional Berhad and Institute for Development Studies (Sabah). He served as the President of the Association of Development Research and Training Institutes for Asia Pacific (ADIPA); Board Member of the International Federation of Institutes of Advanced Studies (IFIAS), Toronto; and a Governing Council Member of the Commonwealth Association of Local Action and Economic Development, London. He also served as an adjunct Professor in Social Science at University Malaysia Sabah.

He went to Malay College Kuala Kangsar in Perak, continued his higher education and graduated with a Bachelor of Science (Hons) in Social Sciences from the University of Sussex, a Master of Science (Liberal Studies) from the University of Manchester, England, and in 1982, he obtained his PhD in Sociology from the University of Salford, England.

H.E. Datuk Seri Panglima Madius Tangau

Malaysia

H.E. Datuk Seri Panglima Madius Tangau is the Deputy Chief Minister of Sabah and concurrently the State Minister of Trade and Industry of Sabah, Malaysia. He has more than 18 years of experience being in the Malaysian political arena. An influential figure in Sabah, he is also the Member of Parliament for the District of Tuaran.

He was the Chief Executive Officer of the Institute for Indigenous Economic Progress (INDEP) Sabah, a think-tank established by a local political party to engage community groups and involve them in policy-making and decision-making process.  He was the Malaysian Minister of Science, Technology and Innovation from 2015 until 2018.  H.E. Datuk Seri Panglima Madius Tangau is very passionate about promoting growth in the new economy as well as the impact and opportunities arising out of the fourth industrial revolution.

Datuk Seri Panglima Haji Mohd Shafie bin Haji Apdal is the Right Honourable Chief Minister of Sabah as well as the State Finance Minister. He serves as the Member of Parliament for Semporna and state assemblyman for Senallang.

Born on 20 October 1957 in Semporna situated in southeastern Sabah, he is a Bajau Kubang, one of more than 30 ethnic groups who live in harmony in the Land Below The Wind. He is married to Datin Seri Panglima Hajah Shuryani binti Haji Shuaib and they have six children.

His formal education started in the Government English Primary School of Semporna and later on at the Government Junior Secondary School (now known as SMK Abdullah). He then moved to Kota Kinabalu to attend Second and Third Forms at Sabah College.

After completing his Fourth and Fifth Forms in Victoria Institution, Kuala Lumpur, Shafie pursued his studies in the United Kingdom where he obtained a Diploma in Shipping Management from the London Business College and later his Bachelor in Economics (Hons) from the North Staffordshire University.

He returned to Sabah in 1982 to serve in the civil service as an Economic Officer in the Ministry of Finance before becoming a Senior Administrator in the Chief Minister’s Department. His last appointment as a state civil servant was as an Assistant Senior Secretary for the Ministry of Industrial Development.

In 1991, he was appointed Political Secretary to Tun Haji Sakaran Dandai, the then Federal Minister of Land and Cooperative Development.

He won the parliamentary seat of Semporna in 1995 which he represents until today. That same year he became Parliamentary Secretary to the Federal Information Minister.

Between 1999 to 2004, he was the Federal Deputy Minister of Housing and Local Government and then as the Federal Deputy Minister of Defence.

In 2004, he was appointed the Federal Minister of Domestic Trade and Consumer Affairs. Four years later, his ministerial portfolio was as the Federal Minister of Unity, Culture, Arts and Heritage.

Shafie was also elected the Chairman of the Executive Committee of the Commonwealth Parliamentary Association (CPA) (2008-2011) and Chairman of the Malaysia Branch of CPA (2008-2015).

In 2009, he held the post of Federal Minister of Rural And Regional Development until 2015.

He became president of the Sabah Heritage Party or WARISAN in October 2016 and led the party in Malaysia’s 14th General Elections on 9 May 2018. He was sworn in as the Chief Minister of Sabah on 12 May 2018.

The Hon. Tun Musa Hitam
Former Deputy Prime Minister of Malaysia

Tun Musa Hitam, who is currently Chairman of the World Islamic Economic Forum (WIEF) Foundation was Malaysia’s Deputy Prime Minister until 1986. In the course of his service in the Malaysian government, he held various positions including Minister of Home Affairs, Education, Primary Industries and Trade and Industries and Chairman of the Federal Land Development Authority (FELDA). Among his major official activities were as Leader of Malaysian Investment Missions to Europe, USA and Japan, Leader of the Commonwealth Observer Delegations to the Malawi and Pakistani general elections and Member of the Commonwealth Ministers Action Group Delegations to Nigeria, Fiji and the Gambia. He also represented Malaysia at UN, UNESCO and ECOSOC related negotiating and regular conferences. He was also elected for one term Chairman of the UN Commission of Human Rights.

Since Tun Musa’s retirement from politics in 1987, he held Chairmanships of 3 Public Listed Companies and various business-related institutions both at domestic and international levels. He was Chairman of Sime Darby Bhd as well as Chairman of the Sime Darby Foundation, Chairman of the Malaysia – China Business Council, Co-Chair of the Eminent Persons Group (EPG) of the Asean – China, 15 year economic cooperation program and Chairman of the EPG to draft the Asean Charter. Currently, Tun Musa is Chairman of United Malayan Land Bhd, Chairman of the International Advisory Panel of CIMB Bank, Chairman of the International Selection Panel of the Royal Award on Islamic Finance and member of the Advisory Panel of the Iskandar Regional Development Authority as well as member of the High-Level Group (HLG) on Commonwealth Governance. He also represented the Malaysian Prime Minister to the 32^nd ASEAN Summit 2018 in Singapore.

Tun Musa holds a BA from the University of Malaya and MA from the University of Sussex and held a resident Fellowship at Harvard University. For his services to the nation, The Yang Di Pertuan Agong, i.e. the King of Malaysia conferred him Malaysia’s highest award which carries the title “Tun”.

He is an established businessman and a well known entrepreneur. He has vast experience in banking, corporate sectors, politics and public service. He served as Political Secretary to the late Tun Fuad Stephens from 1964 to 1965. He was the Information Chief of Party
Berjaya Sabah from 1979 to 1985. From 1981 to 1985, he was a member of the Sabah State Legislative Assembly. He was the Chairman of the Sabah Timber Association from 1978 to 1985. He also was the Founder, Director and Chairman of Sabah Development Bank (1978 – 1985), Founder and Director of Sabah Bank Berhad (1979 – 1985) and Chairman of Sabah Finance Berhad (1977 – 1985). Mohamed Abida is a development professional with over 28 years of experience in the formulation and implementation of development strategies, policies and planning processes and managing development projects particularly in the area of digital as well as knowledge economy. In 2019, he was appointed as Acting Head of Islamic Development Bank (IsDB) Centre of Excellence in Kuala Lumpur, Malaysia.

Mohamed Abida was a manager for eight years in the office of IsDB President and joined IsDB in 2008 as an ICT specialist. He worked as an Economic Officer at UNCTAD in Geneva and was an advisor as well as member of the cabinet of the minister of communication technologies in Tunisia, where he was in charge of e-strategy establishment and implementation in Tunisia. He was head of the Project Management Unit of the World Bank funded project for ICT development in Tunisia. He was very active in the preparation of the World Summit on Information Society which was held in Tunis in 2005 and contributed to consultancy work for the Algerian Government.

Mohamed Abida holds a software engineering degree from Tunisian National Computer Science Engineering School, master’s degrees in aerospace technologies from SupAero, Toulouse, France as well as telecommunications regulation and policy from the University for West Indies.

She has worked in Malaysian public-listed companies such as Malaysia Airlines, Cahya Mata Sarawak Berhad and Encorp Berhad; private companies such as Lebuhraya Borneo Utara and ntv7; and in a government corporate body, namely Sarawak Economic Development Corporation.

In Lebuhraya Borneo Utara, the Project Delivery Partner for the Pan Borneo Highway Sarawak, Hajjah Nor Zalida was instrumental in developing the Pan Borneo Highway Sarawak brand story towards building public support for the long-awaited project for Sarawakians.

Hajjah Nor Zalida holds a Bachelor of Arts in economics from City of London Polytechnic in United Kingdom.

Ahmad Khairuddin Bin Abdul Rahim is currently the Deputy Chief Executive Officer II of the Malaysian Investment Development Authority (MIDA), a Government agency that drives investments into the manufacturing and services sectors in Malaysia. His portfolio covers nine divisions namely: Chemical & Advanced Materials, Food Technology & Resource Based Industries, Life Sciences & Medical Technology, Oil & Gas & Maritime Technology, Green Technology, Healthcare, Education & Hospitality, Strategic Planning & Policy Advocacy (Manufacturing), Investment Statistics, Advanced Technology & R&D and one Unit ie East Coast Rail Link (ECRL) Unit.

He holds a Masters Degree in International Business and started his career with MIDA in 1991. Since joining MIDA, he had served in several divisions and portfolios in MIDA from Resource-Based Industries Division, Planning, Research and International Cooperation Division, Industry Support Division, Manufacturing Related Services Division, Logistics and Regional Operations Division, Deputy Director of MIDA London, Director of MIDA Sydney, Director of Clean Technology and Environment Management Division, Executive Director of Investment Promotion and Executive Director of Manufacturing Development (Resource). He was also involved in various projects on industrial development, such as the formulation of the Third Industrial Master Plan, Green Technology Master Plan and the Eleventh Malaysia Plan (2016-2020) and Secretariat to the Malaysian Logistics Council and Industry Advisory Panel (IAP) for three (3) high potential growth industries namely Chemical & Advanced Materials, Medical Devices and Pharmaceuticals; which are among the prominent subsectors in Eleventh Malaysia Plan.
